1. Staffing for home confinement is not available, and
2. Halfway House Beds are not available.
3. Then, for a majority, Home Confinement has been an option since before this 2013 memo, and additional supervision can come from Federal Location Monitoring.
4. Leaving some of those eligible for early release with plenty of ETC – still in prison
