Fundamentals of this new law:

Yearly inspections of parapet on public right-of-way
Required on all buildings, regardless of size
Not required for detached 1-2 family houses
Must be done by a qualified person
Recommend an architect
Specific report requirements by inspector
Must keep the report for six (6) years
