Kemper's reign of terror on the Santa Cruz area went on from 1972 to 1973, killing five college students, one high school student and two elderly woman, one of which was his own mother. Kemper is known to the public as one of the most intelligent killers to be imprisoned and is open to letting the world know how to look out for people like himself.
